Jean Galliano serves as President of Junior Achievement of Greater Hampton Roads, a role she assumed in March 2025. She brings more than three decades of commercial banking experience, including nearly two decades with Fulton Bank—serving as a Commercial Market Executive in Pennsylvania before leading the Hampton Roads market for over six years. During her tenure, she opened the bank’s first Loan Production Office in Norfolk in 2023 and strengthened its presence across the Hampton Roads region. With a proven record in strategic planning, team development, relationship-building, and community engagement, Jean’s leadership philosophy emphasizes collaboration, empowerment, and innovation, aligning perfectly with JA’s mission to inspire and prepare young people for success.

Jean’s passion for education and economic mobility is evident through her active community involvement. She has served on the Women United Board for the United Way of South Hampton Roads, contributed to the Hampton Roads Community Action Program’s Community Builders Award Planning Committee, and partnered with United Way and Operation Hope to deliver financial wellness counseling and first-time homebuyer education. A graduate of the University of Colorado’s Graduate School of Banking (with special honors) and Moravian University, she is also an alumna of the CIVIC Leadership Institute.

Her interest in Junior Achievement deepened after volunteering with the organization and participating in its Women’s Empowerment event for high school students. Inspired by JA’s proven ability to instill an entrepreneurial mindset and equip young people with financial literacy skills, Jean believes these tools are among the most powerful drivers of economic mobility—particularly for students in under-resourced communities.

 

Natalie Ashcraft

Natalie first moved to Virginia Beach in 1997 with her naval husband, who continued to serve for 29 years. While being stationed around the US and overseas, she earned her Master’s Degree in Public Administration from VCU. She went on to work for several non-profits in development, the Virginia Beach City Public Schools, and most recently Gourmet Gang in marketing. Natalie is excited to be back in fundraising and work with the business community here in Hampton Roads. This is an exciting time to be promoting entrepreneurship and financial literacy in our schools. Natalie has two children and loves to travel with her family, ski, play tennis, and cook.

 

Lisa Duncan Raines

Dr. Lisa Duncan Raines brings more than 30 years of experience in public higher education and over two decades of executive leadership advancing student success, youth development, and workforce readiness. In this new role, she will lead the organization’s education strategy, program delivery, and school partnerships, expanding access to career-connected learning experiences that prepare students for college, career, workforce, and life readiness.

Beginning her career at Virginia Tech, Dr. Duncan Raines later served in senior leadership at Christopher Newport University, where she retired as Vice President of Enrollment, Student Success, and Institutional Effectiveness. She focused on improving student access, persistence, and post-graduation outcomes, while building strong partnerships with K–12 school systems, community organizations, and regional employers. She also led initiatives that secured millions in grant funding to expand educational opportunity and strengthen pathways to postsecondary success.

She is deeply committed to youth development, social mobility, and strengthening the connection between education and opportunity. Dr. Duncan Raines is passionate about ensuring students—particularly first-generation students and those from under-resourced communities—have access to the skills, confidence, and real-world learning experiences needed to succeed beyond high school. Her work reflects a commitment to building sustainable pathways that connect education systems with workforce needs and community opportunity. Dr. Duncan Raines holds a Bachelor of Science in Management, a Master of Business Administration, and a Ph.D. in Higher Education Leadership.
